Both `pk73069_rating_procs.get_minimum_expense_constant` and `pk73102_policy.does_wcis_own_submission` are `found`: package spec and body were returned for both, and both .NET call sites (`PolicyInformation.PolicyMinimumPremium`, `PolicyInformation.GetPolicyOwnershipSystem`) are live, reachable code — neither is possibly dead code.
